Sustainability Disclosure Readiness under PSPK 1 and PSPK 2: Evidence from a Post-Merger Telecommunications Operator

Johana Sekar Ayu Kinasih, Sylvia Veronica Siregar

Abstract

Indonesia adopted IFRS S1 and IFRS S2 as PSPK 1 and PSPK 2, effective for annual periods beginning on or after January 1, 2027, yet evidence on the readiness of non-financial issuers remains limited. This study assesses the disclosure readiness of a listed telecommunications operator formed by a 2025 merger and identifies the challenges behind its disclosure gaps. This qualitative single-case study combines document analysis of the entity’s 2025 sustainability and annual reports against 55 criteria mapped to PSPK paragraphs with a semi-structured interview with the Head of Sustainability. The Disclosure Completeness Index reaches 48.18%, with governance highest at 75% and strategy lowest at 36.11%. Interview evidence separates gaps that reflect unpublished internal data from gaps that require new capability, notably climate scenario analysis and the financial quantification of climate effects. The case suggests that a disclosure index can understate readiness where internal data exist but remain unpublished, and that standard setters should consider merger-specific transition guidance and industry-based guidance for telecommunications.
